辽宁省图书馆（辽宁省古籍保护中心）原名东北图书馆，是中国共产党领导下建立的第一所大型公共图书馆，于1948年8月15日在哈尔滨开馆，1949年2月迁至沈阳，1955年改名辽宁省图书馆。

2015年8月，辽宁省图书馆新馆面向社会试开放，2017年4月23日，面向读者全面开放。新馆建筑面积10.3万平方米，设计藏书能力1000万册、信息节点4000个、网络宽带1000兆、阅览座席9000余个，开放区域包括中外文文献借阅区、历史文献阅览区、地方文献服务区、信息咨询服务区、多媒体服务区、特殊群体服务中心、少儿天地、24小时自助图书馆、展览展示厅等12个服务区，总开放面积6万余平方米。

辽宁省图书馆（辽宁省古籍保护中心）现有馆藏文献750余万册（件），古籍作为藏书重点，藏量61万册（件）。其中善本古籍6200部，12万册，宋元版书近百部，以文献质量较高，藏书特色鲜明而为海内外学人和图书馆界所瞩目。

一直以来，辽宁省图书馆本着“创新、共享、开放、均等”的服务理念，不断创新服务模式、深化服务内涵、延伸服务范围，充分利用图书馆的设施、文献、技术等资源，为读者提供优质、高效的服务，得到了读者和上级机关的肯定和赞誉，先后荣获“全国古籍重点保护单位”“全国文化工作先进单位”“全国未成年人思想道德建设先进单位”“全国扶残助残先进集体”“全国亲子阅读体验基地”“五星级文化助盲志愿服务团队”“最美阅读空间”等荣誉称号。2018年5月，在第六次全国县级以上公共图书馆评估定级中被评为“一级图书馆”。

Liaoning Provincial library, formerly known as Northeast China Library, was officially established on Aug.15, 1948 in Harbin, and then moved to Shengyang in February 1949. The present name "Liaoning Provincial Library (LPL)" was adopted from 1955, which was the first large size public library ever directly established under the leadership of Chinese Communist Party.
It was opened for trial in August 2015, covering a gross floor area of 100 thousand square meters.

Liaoning Provincial library has a rich collection of classic books, ancient English books, Japanese books, Russian books, as well as a large number of northeast local literatures. The quality of its book collection ranks top among other provincial libraries in China.

Over the years, with the service concept of "innovation, sharing, openness and equality", Liaoning Provincial Library has constantly made innovation in service mode, deepened the service content, extended the scope of services and made full use of the library's facilities, documentations and technical resources to offer readers high-quality and efficient services.
It has been highly praised by the readers and the higher authorities and won the tile of "National First-class Library", "National Advanced Collective on Culture Work", "Spiritual Civilization Example Unit", "National Advanced Collective on Minorities' Ancient Book Work" and "National Helping the Disabled Advanced Collective", etc.

In recent years, LPL has given into full play its role in building the modern public cultural service system to actively promote various key projects and people-benefiting projects of cultural service, and constantly enhance the supply capacity of public culture. The protection project of classics, the promotion project of e-library, as well as the construction of public e-reading rooms have achieved remarkable results; National reading festival, cultural activities of two festivals, science week activities, library service publicity week, Children's Day activities, millions of books activity, cultural volunteer service and other public welfare cultural activities have created a strong atmosphere of reading, which has been well received by the readers. "World of sign language", "face-to-face reading", "computer class for seniors", "Utopia for children's reading", "reading·experiencing library" and other brand activities have met the cultural needs of special groups through warm and pragmatic services.
